He has made salient contribution for getting Environmental Clearances for more than 60 projects from State and Central Governments for setting up eco-balanced port development, desalination plants and other marine projects.
Most important Coastal Environmental ICZMP monitoring project for entire Odisha coast was carried out by him for Government of Odisha under World Bank Scheme.
As a remarkable contribution in Technology front, the entire system of marine pipelines for the desalination plant for Nuclear Power Corporation at Koodankulam was totally designed and installed in sea.
In the field of computer modeling, he has carried out flow problems for Port and Offshore developments, eg. the impact of dredging of Dhamra port on the Wheeler Island wherein the Missile launching station of DRDO, Ministry of Defence has been installed.
He has carried out Seabed surveys, Marine EIA and Modelling Studies for more than 15 power plants.
He was the Technical Advisor for the Ministry of Shipping in the comprehensive mathematical modelling studies on flow and sedimentation studies and environmental planning for the prestigious project on Sethusamudram Ship Channel aligned between India and Srilanka.
His publication on Tsunami protection, 'Environmental management and emergency preparedness plan for Tsunami disaster along Indian coast' published in 'International journal of ocean and climate system, Vol. 8(3) 144–152', was the well-received one by the user community.
He parallelly carries a Noble Character which is evidenced by his free survey campaign (worth of more than 50 lakhs) after Tsunami for Tamil Nadu Maritime Board for the welfare of the coastal community.
Keeping the better livelihood of Fishermen in mind, he has carried out free survey (worth of more than Rs. 50 lakhs) on siltation for 10 fishing harbour at Chennai, Cuddalore, Pazhayar, Poompuhar, Nagapattinam, Mallipatnam, Thoothukudi, Chinnamuttam, Colachel and Thengaipattinam and for 5 bar mouths at Pazhayar, Kollidam, Vettar, Nagapattinam, Sethubavachathiram for Department of Fisheries, Govt. of Tamil Nadu.
He was the only person to successfully complete the coastal environment data collection of Waves and Current for one full year in 2001 in the most turbulent regime of Gulf of Khambhat, Gujarat for Petronet LNG terminal.
He has been recognized as the Expert Personnel by Chilika Development Authority in assessing and monitoring the ecologically sensitive Ramsar site – Chilika Lake.
Feasibility studies to enhance for the existing Jetty at Sewagram to handle higher cargo vessels.
He did surveys including Oceanographic measurements for development of Uthuru Thilafalhu Harbour in Maldives.
He had done a nationally important study on Sea level rise & coastal erosion studies with historical trends of erosion progression, tidal flows, sedimentation pattern etc. and advised the suitable regions against coastal inundation & tidal ingress for setting up of 5000 MW Solar Power Park, the second largest in the World, in the large tidal varying Gulf of Khambhat for Dholera Special Investment Region, Gujarat.
He has developed a very strong and vital Database for the entire India Coast on coastal environment parameters on waves, currents, tides, sediment characteristics over the last 25 years and keeps free access through website for various users. This dataset has been given to National Centre for Sustainable Coastal Management (NCSCM) under Ministry of Environment, Forest and Climate Change (MoEF&CC), who have appreciated him for his contribution.
His contribution in the ocean environment field is very vast which had direct impact on the National prosperity and corresponding economic gain.
Integrated Coastal Zone Management (ICZM) Project, Odisha, India
It is a magnum opus project, first of its kind ever undertaken in India during the year 2012-13. This project related to the understanding of the coastal environment inch by inch investigation of entire Odisha coast extending the 450 km long shoreline plus 15 km distance into the Sea. All environmental data were collected by deploying modern equipments. This was a World Bank financed project, awarded to Dr. P. Chandramohan amongst thick competitions from various world renowned consulting organizations in coastal environmental sector. The cost of the project was INR 150 million (US$ 2.5 million). Had this been awarded to a foreign firm, the cost would have been easily twice i.e. US$ 5 Million if not more. This is an inflow of foreign exchange by way of World Bank financing and above all, this mammoth project was successfully executed with Indian expertise under the supervision of World Bank experts on behalf of Odisha government.
A team of world experts visited him in the year 2013 and was amazed to see the infrastructure he has developed in terms of human resources and the equipment available. They finally commented: the project was completed with European quality at Chinese price with strong Indian knowledge. Apart from this monumental achievement of its sort, his effort was considered as template for other coastal states to emulate similar exercises in India.
Tuticorin Port-Outer Harbour project
This is yet another project, where Japan International Cooperation Agency (JICA), engaged in infrastructure development under the aegis of Japanese Government, directly chosen him, to carry out assessment of environmental parameters related to the outer harbour development of Tuticorin Port (VOC Port) solely on the basis of his capability, know-how, and experience coupled with scientific approach and precision. The fees were paid in US dollars.
Tsunami Studies
The 2004 Tsunami catastrophically affected the coastal states of Tamil Nadu and Andaman & Nicobar Islands. India. He has helped the Tamil Nadu Maritime Board with post tsunami effects study at more than 10 locations on the state entirely free of cost. This was done on pure humanitarian basis to help quicken the relief and rehabilitation study at the shortest possible time without having to wait for funds. His team rushed to Car Nicobar Inland to study the devasted tip of India Gandhi Point.
Help to Fishing Community
A lot of small fishing harbours routinely suffer from the effects of coastal erosion due to the action of wind and waves and compounding their problem is siltation of sand at harbour mouths. He has helped in the study of many fishing harbours and done bathymetry and wave measurement studies without cost to identify the level of siltation and provided advise to help them to navigate uninterrupted. His knowledge on coastal system also helped him to suggest fishermen the need for Hook type breakwater which are then implemented at various location in south Tamil Nadu. All these were done with no economic consideration and with the sole focus on helping the livelihood of fishermen who are dependent on the ocean for their daily income.
Accreditation
He carries the QCI-NABET, Govt. of India accreditation as approved EIA consultant and EIA Coordinator, which gives significant status for all environmental consultancy projects. His entire exercise was focused on the preservation and protection of Coastal Morphological features without any adverse impact on Ecology & Bio Diversity while developing Marine projects.
